A somewhat tangential question:

When light traverses a material (i.e., not a vacuum), it's "speed" is reduced (as observed in the refractive index). Is it actually going more slowly. or is it taking a less than straight path, thereby requiring more time to traverse the same distance?

I sure there is a well-known explanation of this, but as of now, I have never hear it.
