For curb parkers, why not have a portable battery that charges up while your away from home. When you get home, you use a tailor-made manual "forklift" to take it out to your parked car and deposit it in the trunk, where it gets plugged in and transfers its charge to your car's battery. Reverse procedure when you leave home.
