How about this for changing the narrative:

Nukes are NOT weapons, they are The Ultimate Instrument of Mass Terror. And, please, no damn acronyms (TUIMT??), spell it out every time. Nuclear deterrence? "Balance of Terror." First use? Mass Terrorism.

No self-respecting military establishment should want The Ultimate Instrument of Terror in their arsenal; that's for terrorist and barbarians. The Ultimate Instruments of Mass Terror should be held by a separate authority under the stricture that they are never to be used first, solely to deter their use by others. Concurrently, the highest priority of all governments must be the elimination of The Ultimate Instruments of Mass Terror ASAP.

Don't let anyone get away with calling nukes weapons, they are The Ultimate Instruments of Mass Terror. Fire bombing is outlawed, nukes incinerate cities with firestorms. Use of biological agents is outlawed, nukes cause genetic mutations. Use of poisonous chemicals is outlawed, nukes create poisonous elements. Altering the environment is outlawed, nukes cause catastrophic climate disruption. Nukes are the Ultimate Instruments of Mass Terror.
