I don't know how the geography would be divided up, but the three states (or substates) should be for those who want to live under sharia law; those who want to live under Orthodox Jewish law; and those who want to live under secular democratic law. It would be interesting to see the results of a poll that gave all folks from between the river and the sea these three options.
