Instead of passing water through the sluice gates, why not use an "accordian" mechanism to squeeze the lock to raise ships, and "unsqueeze" to lower them? You would only need water to replace evaporation.

Of course you would need a power source to squeeze, but much of that could be recovered while unsqueezing.
