Light traversing water only seems to slow down, rather, it cannot pursue a straight line. It richochets off the water molecules as it plows ahead. The electron, possessing much higher momentum, blasts its way through in a straighter line. Thereby appear to travel faster than light.

The Cherenkov radition is due to the deceleration of the electron.
