Simple as pie...er, cupcake. Consider each cupcake as 20 1/20s. 3*20/5=12. So how about 7|7|6 5|5|5|5 and 7|7|6. Four get 7+5 and one gets 6+6. 5/20>1/5. It takes more cuts, but it gets the job done.
