Was the original attack meant to leave a residual traffic capacity, road and rail? I doubt it. My guess is that they had tried to time the attack to occur when the train was on the main long span, so that the weight of the train would helped to bring down its span. They fell slightly behind schedule and had to chose between impacting the train or impacting the main span. Tough choice. I won't second guess them, but others might.
