Who has proposed the the ceasefire be anything other than "cease firing" by all parties? It is not a ceasefire as long as someone is firing. (Even the Houtis have said they will cease firing once a deal is struck.)

If it seems like the demand is aimed primarily at Israel, perhaps it is because Israel is doing the overwhelming majority of the firing.
