If the point is to draw Russian defense assets away from the front, less (globally) sensitive targets could be chosen. There are, no doubt, many candidate. Which makes me wonder whether the UAF did this to catch the attention of the West: "If you don't let us use your weapons to attack Russian forces inside Russia, then we will use our weapons to attack whatever we damn please."
