Your speculation about the nuclear forces is ill-founded. The state of the warheads is uncertain due to the Comprehensive Nuclear Test Ban; and the same holds for all the nuclear powers (except NKorea!). But the state of Russia's missile forces is well known because of their frequent testing. To date the testing record is strong.

Basing policy on the wish-and-a-prayer that their nukes will fail is a prescription for disaster.
